Federal authority sentenced a Lubbock (a city located in northwest Texas, US) man to 20 years in prison for both possession and distribution of child sexual abuse content uncovered during a routine traffic stop.

Investigators found more than 4,200 content of sexual abuse of children, including infants and toddlers while searching the defendant.

As part of the sentence, the defendant will pay $80,500 in restitution to the victims identified from the materials he collected.

A normal traffic stop in Lubbock exposed a disturbing, nefarious operation. From simply checking for expired registration, federal authorities found one of the largest cases of child exploitation in the region.
James Wesley Hendrix, the US District Judge, sentenced the perpetrator, Spencer Lee Norman (46), on Thursday (March 12, 2026).
Traffic Stop Blows Open Huge Exploitation Materials
On February 12, 2025, DPS highway patrol officers stopped a white Buick LaCrosse that Norman drove for an expired registration.
Officers confirmed that Norman had an outstanding warrant from Fayette County for a drug charge, and he willingly told the officers about a methamphetamine pipe in the driver’s side door of the Buick.
During the arrest, troopers seized two cell phones, a laptop computer, several thumb drives, and a backpack belonging to the driver. Troopers found several notebooks in the backpack with various types of handwritten notes in relation to the use of methamphetamine.
When questioned, Norman discloses the large volume of child sexual abuse materials on his laptop. According to court documents, he did not sell the illegal materials, but rather shared them with fellows sharing similar interests.
Authorities found many images and video recordings of children between the ages of 2 and 10 sexually abused in Norman’s possession. He also revealed over 1,000 additional files he kept in a storage unit in west Lubbock.
Prosecutor Describes Materials as Among the Most Horrific
On Thursday, federal prosecutor Stephen Rancourt provided the court with evidence of the huge number of images and videos found in Norman’s collection. Rancourt described Norman’s collection as containing material that was among the very worst found on the dark web.
According to Rancourt, Norman had some of the most horrible child abuse content trending all over the dark web.
In total, Norman had over 1,500 images and 2,759 videos of prepubescent children and infants. Investigators also discovered messages of Norman on Telegram sharing his sexual fantasies about children.
Norman pleaded guilty in October and pre-sentencing range of 210 to 262 months. However, federal law capped his maximum sentence at 240 months.
Judge Hendrix imposed the maximum sentence. He stated clearly that he would have handed down a longer sentence if the law permitted.
“If the statutory punishment were higher, I would have imposed that,” Hendrix said.
Defense Plea Rejected, Prior Offenses Considered
Norman’s attorney, Wade Iverson, requested for leniency, saying his client felt “remorseful and grateful” for the arrest. Iverson argued the arrest saved Norman from what he called a nihilistic lifestyle.
Iverson explained to the court that Norman spiraled into daily methamphetamine use and pornography following his divorce. He claimed this path ultimately led his client to begin collecting materials documenting child sexual abuse.
The defense requested a 210-month sentence. Iverson told the court Norman spent his jail time returning to his faith and showed genuine repentance.
Norman also spoke to the court directly and expressed his regret about his actions, attributing them to what he described as an addictive personality.
“I didn’t realize how powerfully controlling pornography addiction is until it was too late,” he told the judge.
Prosecutor Rancourt argued the nature and volume of materials Norman traded over several years warranted the full 240-month sentence. He revealed additional disturbing information about Norman’s history.
According to Rancourt, Norman admitted that at 20, he had slept with a 14-year-old girl. He also carried prior convictions for property crimes and drugs.
Before pronouncing the sentence, Judge Hendrix addressed Norman, stating that the compulsion Norman demonstrated for child sexual abuse materials showed he posed a significant danger to the community.
The perpetrator has remained in a cell at the Lubbock County Detention Center since his February 12, 2025, arrest. The court also demanded that he pay $80,500 in restitution to those victims in the images and videos he collected.
While Norman faces justice, the UNICEF warning remains: the platforms he used to share materials are still struggling to detect and remove such content, leaving countless children vulnerable to exploitation worldwide.
